3rd level = subordinate to the 2nd level unit
individual strength = the strength of the 3rd level unit (if many, the strength of one), or if none, the strength of the 2nd level unit (if present) or if neither present, the strength of the 1st level unit.
(in other words, the strength of the unit in the left cell, if many, the strength of a single unit)
